NOTICE FROM CORMAC

"As part of our planned highway maintenance activity we will be surface dressing the A389 between Dunmere, Bodmin & the B3266 junction Monday 10th & Tuesday 11th August.

We know that the road network in this area is normally very busy, especially during the summer season. However, the very nature of the work means that we can only carry out these activities at this time of year in warm weather conditions.

If the weather is favourable, we will carry out our operation between 6am – 8am to enable us to carry out the works safely and outside of peak travel times wherever possible.

The works will be undertaken under ‘Stop and Go’ with a convoy vehicle to control the speed of passing traffic.

We know this will impact the local community and we want to assure you that we will do all that we can to minimise the disruption, but we do anticipate some delays for road users.

If you haven’t already received a copy, attached is our surface dressing fact sheet which explains a little bit more about these operations.

We have received a number of queries relating to the older part of the Cemetery - this is the area beyond the wall accessed from the newer part of the cemetery and also some rows on this side of the wall/hedge.  Until 2016 this area was maintained by the Town Council under contract from Cornwall Council.   Prior to the creation of Cornwall Council in 2009 the maintenance arrangement was between the Town Council and North Cornwall District Council.

In January 2016 Cornwall Council intimated to the Town Council they had identified that this part of the cemetery was not a Cornwall Council owned or maintained site, and as they had no legal interest in the site could not offer to undertake any future maintenance or continue to contract the Town Council to carry out this maintenance.

Cornwall Council noted our concerns and commented that they believed that there had been an informal arrangement between the Town Council and the former North Cornwall District Council over the maintenance of the cemetery which had since lapsed.  The Town Council couldn't understand this position as 7 years had passed from the creation of Cornwall Council and the maintenance arrangement which had existed with North Cornwall District Council had continued throughout.  We spent many months in discussion and unfortunately, we were unable to reverse Cornwall Council's decision.  As the Town Council do not own this land nor the headstones on the land it is not permitted to maintain it due to Insurance and Health & Safety responsibilities.  Since then it has grown wild.  

The Town Council have therefore contacted Cornwall Councillors Moorcroft and Knightley to meet us in our cemetery to address your concerns and our continued issues with the lack of maintenance of this area.  As our Cornwall Council representatives, we hope that they will take these back to Truro and work with us to find a solution.

On this lovely day in Wadebridge let's share some of the beautiful floral displays around town. Our Parks Dept, Caretaking/Car Park staff, Amenities Manager and Town Clerk have worked throughout lockdown, with Heather Trenowth from Trenowth Nurseries in St Columb, to make sure our Town continues to bloom this summer.
 
We are aware some residents may feel that our floral displays have been at the expense of grass cutting. The Town Council are contracted by Cornwall Council to cut grass in areas around the town. During lockdown we were advised that the cutting of grass on Cornwall Council land wasn't considered an essential task and we were told not to cut until advised to do so. Our Parks Dept didn't want to stop their grass cutting duties as they are well aware of how much time it takes to bring grass back to the standard they are happy with. However, Covid-19 didn't take much notice of what our Parks Dept staff wanted and we were all subject to changes we weren't particularly happy with. We have all been living and working in very difficult circumstances and hope that as we get back on track with our grass cutting you can understand the challenges we have all faced in the past few months.

Cornwall Council have advised that they are making arrangements to remove the recycling banks from the Piggy Lane Car Park site during the week commencing 3 August 2020.

Cornwall Council have stated that they provide a comprehensive kerbside collection with these banks being an extra service they have provided. They comment that there is widespread illegal use of recycling banks by businesses to dispose of their commercial waste. Businesses are legally required to pay for their waste collection and disposal services, through a registered waste management company. The management of this illegally deposited commercial waste creates cost for Cornwall residents and leads to banks getting full too quickly leading to material being left around the banks that can get scattered by the wind.

Signs will be installed from week commencing 20 July 2020, informing users that the banks will be permanently removed from the week commencing 3 August 2020. The signage will remain at the site for 4 weeks after the removal of the banks, to remind users how to recycle their waste, and to advise that any material left at the site after the removal will be classified as fly tipping.

Following removal of the banks, the area in which the recycling banks were located will be monitored. Any recycling material left there will be investigated as fly tipping by the Cornwall Council team.

The site also has textile banks provided by independent charities. Cornwall Council do not manage these banks and will not be removing them as part of this process but will be writing to the charities to let them know about the plan for removal of the recycling facility. It is possible that the charities may choose to either remove or relocate these banks within the area, so we will be in touch about this.

Wadebridge Town Council would like to advise that Outdoor Play Areas in Wadebridge will NOT be reopening on Saturday 4 July.  Government guidance has advised that the 4 July is the date that Outdoor Play Areas can reopen if arrangements are in place to ensure that they are COVID-19 Secure.  We are working through this guidance to ensure that our play areas will reopen and can be used safely.   We are provisionally planning on reopening our Play Areas on Wednesday 8 July.  Please do not use the play areas before this date.

When our outdoor play areas reopen, we ask all users to:
  • Practice social distancing at all times.  If you are unable to practice social distancing in the play areas and when using the play equipment, then the play area is too busy and you should leave and come back another time.
  • Do not stay in the play area for any other reason than to use the play equipment. 
  • Supervise your children when using the play equipment - for their own and others safety.
  • Ensure your children do not put their mouths on the play equipment or put their hands in their mouths
  • Ensure your children do not touch their faces and if they cough or sneeze do so into a tissue or arm when a tissue is not available.
  • Bring hand sanitisers and wipes with you to use.  You may wish to wipe down the equipment before and after use.

For your safety we advise:
  • There are public toilets with handwashing facilities near all our play areas.  Please wash hands regularly.
  • No-one should be in the play areas or use the play equipment if they have COVID-19 symptoms or if they have been in contact with anyone who has.
  • The consumption of food and drink on play equipment or in the playground area is not permitted. Smoking or vaping is also not permitted.
  • That Parents, Guardians or Carers should dispose of all litter including any used protective wear such as face coverings or gloves properly in litter bins, taking it home where a bin is not provided. Disposable face coverings and gloves cannot be recycled

We will be
  • Removing picnic benches and seating where possible.  This is to assist with social distancing and encourage people to leave the play area when they have had fun and have finished using the play equipment.
  • Removing a swing in each of the swing play equipment areas to assist with social distancing.
  • Erecting signage around the play areas in relation to safe usage of the play areas during the Covid-19 pandemic.

Please be advised that when the play areas have reopened, they are used entirely at users’ own risk.

We will keep you updated as we approach our reopening date of 8 July.
