Egloshayle and St Breock Parish Councils and Wadebridge Town Council are pleased to present the Regulation 14 Consultation Report on the Wadebridge Area Draft NHP.
This document contains all the representations received by the NHP Group to the Regulation 14 Consultation on the Draft NHP during the consultation period from March to May 2018.
As the aim of Neighbourhood Planning is to give local people the chance to have their say on what happens where they live all three Councils are working to ensure that the revised Draft NHP is one which has the support of our Community.

Regulation 14 Consultation and an update on the Draft NHP
Thank you to everyone for your patience. All partner Councils have now considered the Regulation 14 consultation comments received. Following analysis of these comments and the new evidence created all Councils have resolved to reinstate the bypass as the development boundary for the NHP. As a result of this revised boundary the current pre-submission version of the draft NHP is a document which can and should not be used to give weight to any further planning applications outside of the bypass as the NHP will no longer be supporting this direction of travel.
The NHP group are in the process of reviewing both the land supply document and the current draft NHP to reflect the revised boundary and any further agreed material amendments which have been raised at the Regulation 14 stage. Both documents will be updated and will be based on recent evidence.
The draft NHP will not be looking to deliver any housing allocation at Bradford’s Quay. The future of this area will be looked at through a place shaping exercise to include recreational use and green space. This is being developed further in the draft NHP. Based on Regulation 14 comments it is apparent that there is a need to create open spaces throughout Wadebridge and encourage recreational use of the Bradford’s Quay area.
All partner Councils are comfortable that the housing allocation for our area will be met. It has been determined that the current permissions/builds for Wadebridge is approximately 1007 - leaving just short of 100 houses to find by the end of 2030. With new land identified and natural in fill, the NHP group agree with Cornwall Council that we are on schedule to meet our target of 1,100. Further housing allocations may be made during the revision of the Land Supply Document.
The report on the Regulation 14 Consultation will shortly be made public and will be made available here. Thank you to everyone who participated in the Regulation 14 Consultation – with your comments now considered the NHP group aim to deliver our draft NHP for referendum in the near future.
Thank you to everyone who replied to the Regulation 14 consultation in respect of the Draft NHP. The closing date of the consultation was 11 May 2018 and since then, due to new data protection guidelines (GDPR), we have been working to ensure that all the comments received will be analysed in a way which complies with these new guidelines. After some time we are now at the position where the responses can begin to be analysed.
In addition to the analysis of the information being carried out for and on behalf of the NHP Steering Group, Wadebridge Town Council will be carrying out an in-house analysis of the comments received to ensure that the Draft NHP reflects the wish of the people of Wadebridge.

Have your Say About Your Neighbourhood Plan
Egloshayle, St Breock and Wadebridge councils have produced a Neighbourhood Plan for our combined area.
The Egloshayle, St Breock & Wadebridge Neighbourhood Plan lets us choose where homes should be built, influence the type of housing and for whom, minimise the impact on the environment and town centre and keep our community strong.
Its 48 policies aim to ensure the proper development of Wadebridge and protect the surrounding countryside.
You helped us write this via questionnaires, public events and comments and evidence we’ve gathered. We’ve worked with local groups, councillors and professionals to create this plan.
You are now invited to read the plan and make comments prior to the document being finalised, in this eight-week public consultation running from Monday 19th March to Friday 11th May 2018.
We need to hear from as many as possible who live, work or do business in this area.
The important sections are the 48 policies, and where the polices refer to them, the maps. It helps to understand the policies by reading the supporting text, and we would appreciate if you can read the plan in its entirety if possible. Please also bear in mind that policies work together, so for example SD01 to SD04 need to be considered as a group.
Finally, please note that this plan must conform with its ‘parent’ plans: the Cornwall Local Plan 2016, and the National Planning Policy Framework 2012.
The plan will also be submitted to a long list of consultation bodies as prescribed by law in the Neighbourhood Planning (General) Regulations 2012.
You may also wish to read and comment on the Strategic Environmental Assessment [link on this website when finalised version ready]. This was written by an independent consultancy to assess environmental aspects of our plan. It appraises all potential development sites within the plan area, whether or not they have been included for development in the neighbourhood plan.
